Commission moves forward on housing

The Monroe County Commission agreed to move forward Wednesday on two projects intended to bring 213 new affordable and workforce housing units to Big Coppitt Key and maintain 157 worker housing units in Key West.
The lack of affordable and worker housing is a growing issue in the Florida Keys and has reached a point where many elected officials and business leaders have begun to call the situation a crisis. “have begun to call” – terrific, it’s been a crisis for a long time, and now it’s like a diseased liver that went years without being talked about until only recently.
The county commission approved changing the zoning map for 14 acres of land bordering Rockland and Big Coppitt Keys that would allow for the placement of up to 213 affordable housing rental units there. Also, the commission agreed Wednesday to put the Peary Court neighborhood in Key West on a list of possible projects to receive Monroe County Land Authority funding.
For more than three years, the Toppino family, under the name Rockland Operations, has been working on a plan to build an affordable housing complex on the 14 acres of bay-front property near their concrete operation on Rockland Key.
Rockland Operations made a formal request to the county commission on Wednesday to change the land-use map from industrial to mixed-use commercial — the first step in creating the 213-home development on the old quarry site.
The discussion became heated at times and delved deep into the debate of how best to solve the Florida Keys affordable housing problem. Big Coppitt neighbors argued against the densities, while supporters and some county commissioners argued the higher densities are the only way to make the project feasible, especially a project that is requesting no government subsidies or tax credits. In fact, there currently is no legal, or practical, solution to the 6,000 affordable housing units shortage in the Florida Keys, which came about as the result of the county and the city governments letting developers have their way at nearly every turn, buying up housing that was affordable and tearing it down and replacing it with high end housing, which drove up the cost of land across the board. The turkey buzzards have come home to roost, and unless the county and the city governments, the Florida Department of Economic Opportunity, and the Florida Legislature approve high rise government subsidized rental housing projects (when pigs fly), the acute housing crisis will continue in the Florida Keys until the next big hurricane hits and, like happened after Hurricane Wilma in 2005, real estate prices crash and mortgage foreclosures sky rocket and housing becomes more affordable.
Opponents and supporters of the project also argued about what are the appropriate income levels that should be served by the project.
In the end, the commission and developers settled on allowing 213 units that would provide housing for three income levels. They agreed to make 70 percent of the units for the highest worker income level called moderate, 10 percent for medium income and the remaining 20 percent for low and very low income. Well, what are the dollar amounts for those income levels? Is the Citizen allergic to telling its readers what these formulas actually mean?
“These projects don’t work unless they have density,” Commissioner Danny Kolhage said.
Kolhage and Commissioner David Rice reminded the audience and their fellow commissioners that affordable housing projects in which no subsidies are required don’t come around very often.
“It’s a good project that meets part of our need,” Rice said.
The commission’s decision came after three hours of lively debate and public comment. Business leaders, Monroe County Sheriff Rick Ramsay and Key West city commissioners Margaret Romero and Richard Payne spoke in favor of the project, citing the large number of employees leaving the Keys because of the lack of affordable housing. Ramsay said 60 percent of his deputies in the Upper Keys live in Miami-Dade County and he has correction deputies that work at the jail on Stock Island that commute from as far as Miami and at times have to spend the night in a bunkhouse at the jail, he said.
“It is one of the biggest issues facing the county and the biggest employment issue for the sheriff’s office,” the sheriff said of the need for affordable housing. I bet that terrific news rocked the county commissioners, who fund the sheriff’s annual operating and capital budgets.
Romero and Payne reminded the county commissioners that the Toppinos are a local family who are coming to the project with their own land and their own money. They are not asking for any subsidies.
Big Coppitt Key residents argued the density levels are too high, which in turn would create serious traffic problems. They also questioned whether the housing would truly be affordable, arguing that the teachers and nurses who would live there would have to have roommates. Ah, so what will be the actual dollar amount of the rents or selling prices for these new affordable housing units, if they are built? Come on, Citizen, give your readers reality, also known as the facts. What will the actual rents or the selling prices be? Naja Girard, co-publisher of Key West the Newspaper (thebluepaper.com), told me yesterday that the cheapest rentals in this development, 1 bedroom units, will be $2,100 per month, plus utilities; 2 bedroom units will be $2,500, plus utilities. Sounds sort of like Peary Court, don’t it?
“We are not against affordable housing for the right people that fits in the community,” Big Coppitt Key resident Lucinda Kennedy said.
Residents called on the commission to require lower density, something similar to the 30 homes per each side of the street that is currently on the neighboring Rivera Drive.
“I find it incomprehensible that this will not have a negative impact on the community,” Big Coppitt Key resident Greg Daniels said.
The state Department of Economic Opportunity, which oversees development in the Keys, still has to sign off on the commission’s decision. If approved, the developers will still have to come back to the county commission to have the development agreement and site plan approved. I can’t imagine DEO not approving it.
The discussion to add Peary Court to the list of possible Land Authority purchase projects was far less heated.
The city of Key West is considering purchasing 157-unit Peary Court from a group of private developers for roughly $50 ($55) million and wants to use Land Authority money to offset some of the costs. The city receives about $2 million a year in Land Authority money and has about $12 million set aside for purchases of land inside city limits, City Manager Jim Scholl said.
City Commissioner Jimmy Weekley, City Attorney Shawn Smith and Scholl (the city’s crack negotiation team, who agreed to the developers’ asking price for the 156 units and 3 burned-down units, and let the developers keep 48 “affordable housing” building rights (actually market rate building rights), the developers valued at $12 million during the negotiations, which the city had GIVEN the developers for FREE) attended Wednesday’s meeting to answer questions and show support for the proposal. However, none spoke because the county commission approved the request with almost no discussion.
The County Commission only agreed to place Peary Court on a list of possible projects to fund, not actually fund the project. Key West resident Christine Russell asked the commission not to approve allocating money to Peary Court until more questions about how the project is going to be funded and how much taxpayer money, if any, would be needed to help pay for the purchase. And for the needed deferred repairs and ongoing operating and maintenance expenses.
“The public still does not have the information it was promised,” Russell said. No kidding. Information is not in the Key West mayor and city commissioners’ dictionary, when it comes to Peary Court.

City staff is recommending the city commission reject the sole bid for financing Key West’s possible purchase of Peary Court and wait until after the March 15 election before putting the deal out to bid a second time.
Centennial Bank was the lone lender to submit a bid on the city’s project but added a condition city leaders aren’t willing to negotiate: tacking on an additional revenue stream for payment other than the rents collected. Centennial wanted the city to guarantee the mortgage with the city’s treasury, confirmed below.
Finance Director Mark Finigan asked the bank to reconsider.
“The reply was no, Centennial Bank would not remove the ‘bond secured as general obligation of the City of Key West,’ condition,” wrote Finigan in a report released Wednesday.
Finigan recommends the city wait to see if voters approve the referendum during Florida’s presidential primary next month to re-bid the financing. That may be the most catawampus, upside down, ass backward scheme the city government ever tried to pull off. The physical and the metaphysical clues are many: the mayor and the city commissioners should pull the referendum from the ballot, if there is no tied-down mortgage financing for the purchase.
On March 15, Key West voters will decide whether the city should try to buy the 157-unit Peary Court complex of town homes, which currently rent at about $2,400 a month, for up to $55 million.
That price would mean the two-bedrom units, most of which measure 1,285 square feet, would sell to the city at $350,000 each. And be rented out at $2,400 a month, plus utilities, the current cost to Peary Court tenants – if the city can find financing for the purchase, which agrees with the referendum wording:
Two ballot questions must pass March 15 in order for the city to move forward on a Peary Court purchase — one to negotiate a price not to exceed $55 million, and the other to borrow the money $45 million. The city could tap $10 million of county land authority funds, Key West’s share of the bed tax from hotels, as a down payment and borrow $46 million, city leaders have said. The additional $1 million is for closing costs and a contingency. Tap into that fund to help cover the city’s fallow 33 acres of Truman Waterfront
with actually affordable rental housing, managed by the Key West Housing Authority, instead of building a $58 million park there, right next door to beautiful Fort Zachary Taylor State Park, which costs the city nothing.
The Navy GAVE the city Truman Waterfront. With no land cost, the city can cover Truman Waterfront with actually affordable rental housing, managed by the Key West Housing Authority.
City commissioners meet at 6 p.m. Wednesday at Old City Hall, 510 Greene St. The commission is meeting a day later than usual due to Monday’s Presidents’ Day holiday when city offices are closed.
I swan, as screwy as the Peary Court referendum has turned out to be, and as screwy as the misinformation coming out of the referendum’s progenitor, Jimmy Weekly, and his allies has been, I can’t help but smell dead fish, and when I smell dead fish, that means something rotten is going on, and maybe that was the message in a dream last night, in which former State Attorney Dennis Ward,
who had campaigned on going after public corruption and having new ethics standards for our local officials, which he tried to bring off during his one 4-year term, which got him defeated when he ran for reelection, saying something about Jimmy Weekly and an investigation of some kind is underway … that might be taken literally and/or metaphorically …

I ass-u-me you mean by trolls, the juvenile witch disciples of Mike Tolbert, who just so happens to run Key West’s homeless shelter and, from all I hear, hits on homeless women to come to his home and to do party sex with him and his wife. Trolls well describes those two damsels, but I give them credit for putting their real names on their words, in public, which is more than I can say for some local government watchdogs and critics, not to mention the fine folks hiding behind a committee at the WorkerHousingKW PAC’s buy Peary Court discussion Facebook groups. Beyond that, the local folks should know, even if they don’t want to know, what it’s like being homeless in Key West, and staying at KOTS, which is something they actually could try to do something about, as opposed to not being able to do anything about overseas, unless they go over there and do what they can, if anything, to make a difference there, and maybe get killed or contract some horrible disease. From my perspective, in the gutter, Key West is rotten to the core. Kari agrees.

I replied:
Mike Tolbert mentioned a few stores trafficking spice under the counter, he said he’d been told of those stores by homeless people. No way to shut that down, in my opinion. I’m just airing stuff out. The 2 trolls were, are, extensions of Mike. That’s why they were important for me to engage and let the public see them, thus Mike. Well, that’s one reason. There are many levels in play. I just engage them as they arrive, not expecting it to change anything. If I expected change because of what I do, say, or write, I would be crazy. If change comes, so be it. I told Kari earlier today, this is all about me, what I do. It’s arranged to accelerate my spiritual development, if I handle it in ways that keep the angels reasonably happy. When she was told in her sleep the other night, Sloan is the way, people should think and live like him, I told her that was for me to hear, as well as for her. It told me the angels are okay with how I’m going about things, which, of course, defy mainstream perspectives. Kari wonders ongoing what’s the matter with me? Angels are what’s the matter with me.
They have demonstrated in the past just how awful they can make me feel internally, and physically, and I do everything I can to stay in their good graces, not cross them. Not possible to grok that, if you have not experienced it. There was something else about the 2 trolls, especially the one who claimed to have been born with powers. She bought me a chance to converse with someone at different level than the very low dull political vibration. She entertained me, as awful as she was to engage mentally and otherwise. As I wrote to her, her and my discussion was a bit bigger than us; I had readers whose souls wanted them to see what went back and forth between her and me. I’d wager every reader I have fit into that category. There is far more in heaven and on earth than politics offers. Mainstream humanity sees through dark glass dimly, if at all. That young witch is in deep, deep, spiritual doo doo, and thinks she is the cat’s meow, secondary to terrible soul wounding, with demonic infection aggravating her entire being. She’s a proxy for many, many people, who tinker in the spiritual growth arenas away from the religions, which are in their own blind leading the blind dead dilemmas, in the main. This afternoon, I’m going to see someone who actually has secular power in the homeless arena generally in this locale. Maybe that will lead to something happening. Maybe not.

Used to be, Paul, the owners of Coconuts were flaming born again Christian musicians, who had no problem polluting their community with firewater, which I suppose could be likened to gasoline. They, too, had big problems with what I was publishing. I replied:
The dream painted what happened in the spirit realms, which bleed into the human realm, like rain falling. And, what happens in the human realm, bleeds into the spirit realms, like water evaporating.
I get in plenty of good laughs, thanks to the way some of the human stuff goes into which I get mired. And a lot of it is really hard work. But, as I wrote to you yesterday, I don’t expect what I do, say or write will make any difference around me, although it might accelerate, or decelerate, my spirit vibration, depending on how I go about it. Dark and gallows humor, and sarcasm and irreverence, are very helpful in the mire. Cussing seems to relieve stress. I can’t drink or use other intoxicants or narcotics, so approaching it all as a game works better for me than going crazy worrying about what I don’t figure I will ever be able to change. I try to be positive when that seems needed, but in the main humanity indeed is in a sorry state and there is no doubt about that. I see no cure for that coming from humanity, although a mass human kill off by some human creation would create a paradigm shift. As would an alien invasion, but in a different way. As would the angels invading every person in the way they invaded me. Now that would be really interesting to witness, but perhaps not a lot of fun to be part of - people knowing they had been invaded by something not of this world and trying which and how many ever ways to get rid of it - like getting rid of their own arms and legs might be easier.
Key West is a mess now. A Category 5 hurricane direct hit would unhinge the status quo. As would a tidal wave. That could be taken literally and/or metaphorically.
Fantasy Fest does nothing for me, but it sure does make the lodging industry happy. Maybe the people who put it on should pay more to defray the city’s cost of hosting it.

I replied:
Spiritual healing, transformation and acceleration were my core training by the angels, in various phases. They put me into politics in 2001, it seemed to me, after the main program seemed to go awry. Along the way to politics, I encountered, engaged, and got somewhat to more than somewhat familiar with an number of spiritual traditions, via adherents thereto, and sometimes their gurus or ministers - although Christianity was my root religion, and the fundamentals, as opposed to the dogma and superstition, were retained and drilled into my soul, along with quite heretical views of various parts of the New Testament, and some parts of the Old Testament, which for me brought those passages to life and connected dots and made considerably more sense. The training also included not of this world realms and dimensions not having to do with any religions, and the demonic realms, including my own relation thereto and infection thereby. That was no fun. But then, the dark nights, and the black night, of the soul were horrific, although not terrifying like the demonic engagements, and not terrifying like the soul healing and surgeries the angels did on me, especially 1998-1999. Not of this world freak out squared cubed full body, emotion, mind, soul hyper warp multidimensional immersions.
I have read very little of St. Augustine. Wikipedia says there were 13 books, and provides some little of a summary. I can’t imagine he would have gotten along well with the stories I sometimes tell, if I were back in his day, can’t say how he’d get along with that if he were to return today. I’ve been confessing since 1990, when my first spirit-earth book was published, followed by quite a few more such books, until a dry spell came in 1995, which mostly lasted until spring 2001, then the writing resumed but in a much different way, tones, depths, hues, changing as time passed, but flowing very strongly most of the time - now there are 3,112 separate “confessions”, or posts, or articles, just at goodmorningkeywest.com, which went online in July 2007. Less posts at goodmorningfloridakeys.com, which came online later, and even less at goodmorningbirmingham.com, which came online even later. The latter 2 websites mostly dormant since I moved back to Key West from Little Torch Key in August 2013.
It took a while to bring me up to speed in local politics, because I had no experience in it when I was thrust into it after I arrived in Key West in late 2000. I had a very steep learning curve with just the political issues, infrastructure, players, attitudes, undercurrents - very different from sitting down and talking with a disenchanted Christian, a yogi’s disciple trying to wean from the yogi, a soul-fractured person needing help in ways I had been trained to help with the angels doing most of the help, and so forth and so on, which was what I was trained to do. It was like taking me off of one train traveling at great speed, pulling a very long line of passenger and freight cars, loaded with humans and their various miseries, and being put into a wheel barrow full of manure and being told to push it and myself while still in it - even as the angels were steering and correcting me ongoing, and I was doing worse some days than other days following their drift and keeping them happy with me. Pretty dicey, when you are homeless and dealing with all the stress that includes.
After my father died and I received an inheritance the following year, 2006, and was no longer under money pressure, the angels increased the work load a lot, both what I had to learn about the local political realms, and the internal work and the demonic attacks, which increased in both frequency and intensity. Mostly, the demons attacked me though people, but there were the direct attacks from the spirit realms, also, and I had to weather it all, and engage the people in ways I had been trained and also was being advised and corrected ongoing by the angels. 90 per cent of their input was dreams they manufactured for me, which were like secret code I doubt anyone else could have understood, because the dreams played off many aspects of my life and past, which only I could have appreciated and decoded. That’s still going on, and it seems the work load is increasing.
That’s not counting the entry of Kari into my life, which brought me back to some of the earlier training, which the angels called “paradise mating,” which is a body of spiritual work as big and as important and as testing as all the other work I had been doing separate from a woman selected for me by the angels. From what I read in Wikipedia about St. Augustine, paradise mating would not have met with his approval. But then, God never told Adam and Eve in Genesis they could not return to Eden and the Tree of Life. However, two cherubim bearing fire swords were placed around the Tree to protect its ways, according to that part of Genesis. Adam and Eve candidates since that time had to be passed through those fire swords many times, before they were pure enough to be allowed into that paradigm, without messing up and being tossed out again, into the original fall, which I was told is not comprehensible, but is far worse than anything the angels put me through, including the black night of the soul, which was horrible squared cubed. Parallel, I was told by the angels, to the baptism in fire and in spirit Jesus said in the Gospels he came to live and to dish out to other people, including me, it would turn out 2000 or so years later.
Celibacy seems to have been infected into the early Christian clergy and female devotees by St. Paul. Jesus and Mary Magdalene were intimate, were paradise mating partners, had a child, but Christendom will never accept any of that.
It was that sort of stuff spiritual dimension stuff I wrote and talked a great deal about at one time, but seldom today. I’m a fish out of water in the political arena. I detest politics. Will never fit into politics comfortably, nor will politics ever be comfortable with me in its midst.

Back in another lifetime, I came to know that a whole lot of people not active in their birth religions were actively involved in trying to get help in eastern, arcane, pagan, new age, western mystical practices, shamanism , and even ETs. I’m talking tens of millions of just Americans, and it was very widespread in other countries. Then, were the more well-known religions, whose membership was massive worldwide. I was doused heavily in a lot of it, and came to the conclusion that any religion has value, but it can become a trap, an anchor, and in the big scheme God, or whatever is running the Big Picture Show, something is despite science’s claims to the contrary, there is something, and a lot of it, beyond religion, and clinging to religion keeps people from getting to the beyond religion.

Oh, yes, I recall reading about excess military property being available, among other uses, to homeless and displaced people; I didn’t recall the name of the law. As I recall, I mentioned that to the city attorney some years ago.
Re Kari:
She is moving forward getting, hopefully, the medical help she so sorely needed and did not receive in the jail. Her G.I. distress ended right after he was released and stopped eating soy protein, which is a big part of the jail diet – or was a big part when she was in there. Her awful skin rash and itching are gone. She’s moving, we hope, toward surgery to fix the fistula between her intestine and vagina, all the doctors needed for that have seen her, she’s doing the tests they want done before the surgery. She needs housing for the recovery time, maybe her church will take care of that. She’s still living on the street, sleeping on the ground at night, exposed and vulnerable to predators like the fellow Mike Tolbert sent to rape her. She’s not anywhere close to being over that, yet – the rape. I’m thinking the demons don’t need to work, humans are doing the demons’ work for them. Being with me is stretching Kari plenty, because she’s shifting toward where I am. I get tested plenty when she gets overloaded and tilts. I’m tested plenty in other ways, too. Ever fun, the angel circus. What a blast it would be to watch our local government leaders and their management teams get the same special treatment :-).
