Last Stand Board Votes to Adopt No Position on Peary Court Referendum

Last Stand’s board of directors has struggled with the question of how to advise our membership about the Peary Court referendums. At our February 29^th meeting, we determined there was insufficient information and approved a motion not to take a position.Last June we told the Key West City Commission, “If Peary Court could be acquired for terms that would allow the city to maintain a mix of levels of affordable housing while at the same time not placing Key West taxpayers at risk for a financial burden that would require a taxpayer bail-out, then it is likely Last Stand would fully support the city acquiring Peary Court.”

In November, as we supported the concept of placing the questions on the ballot, we asked the commission “to evaluate whether city staff can complete the necessary due diligence in time to provide the voters in Key West with an understanding of the advantages and risks of this acquisition.”

The board of directors received two presentations from Commissioner Jimmy Weekley and Key West Housing Authority Director Manuel Castillo. After their presentation on February 29^th, too many unanswered questions remained to make an informed decision.

One key risk that voters are asked to approve requires an understanding of the terms of the financing. However, financing information is not available. The board is not comfortable making a recommendation about unknown financial terms that may be imposed if the financing referendum question is approved.

We were hopeful that detailed inspections would provide better information about the current condition of the property, however detailed inspections are not available.

Our preference for a specific mix of levels of affordable housing does not appear to provide enough income to pay back the debt. So it is likely that if Peary Court were acquired, the initial rent charged would be approximately the same as today’s tenants pay: a market rate rent.

The key point that has always favored voter approval of the referendum is the scarcity of land in Key West. Over the long term, securing Peary Court for workforce housing is a much greater benefit to the community than allowing a private owner to maximize the land value by redeveloping the property. However, there are insufficient details of what specific acreage will be acquired by the City and what will remain with the current owners as a site for 48 units of affordable work force housing.

Last Stand has always tried to make decisions based on facts and sound reasoning. For the Peary Court referendums, we don’t have the facts. Rather than make a recommendation based on incomplete information, we have decided to stay to the side.

The Florida Key’s; a place where I’ve spent the last seven years of cold months living like a King and a Bum at the same time. A magical encounter with like minded nit wits, numb skulls, and knuckle heads who have seen fit to provide an informal education of humorously light hearted and adventurous ways of alternative living. I have compiled enough material in the way of stories, characters, and fodder for several novels over the times spent just coming here. All I need now is some inspiration, knowledge, and perseverance to get it word smithed into a tale that encapsulates the experiences in a way that allows the times, characters, and common thread of these experiences to be best represented. For me to translate all of these things into writing in a way that best describes the encounter of this bygone era is going to be a monumental task for me. If for no other reason than to have had these experiences and encounters with the friends and acquaintances I have made along the way I am thankful for that alone. Some fond memories and best of life lessons were made here and I will miss the tropical madness this place has provided. At another juncture in life I leave out of here today looking forward to the uncertain experiences the future holds with the hopes of returning some day. Sue Culig You, Joe Sugrue, (and Reggie of course) were hanging out at Ft Zach, when I pulled in for what I thought was just going to be a day trip in Jan of ’12. You encouraged me to stay for just a few days to feel the “specialness” of the place. Yes, the magic got a hold of me and hence the tales of 2012 and the Key Westies began! I want to tag everyone here who made it extra special but you know who you are.

Granted you’ve spent much more time than I at “the end of the road” but you have the words and I have many great photographic memories. Thank you for being my guide to the madness, laughter at times so hard I thought I’d pee myself (or get the Dee-aR-eee-aah) !

Thanks for all the meals and memories. Be sure to hang a flag out once you settle so we can all driveway camp! Most importantly, I want to thank you for teaching me “Il dolce Farniente” translated as “the sweet art of doing nothing!!!” Safe travels and the certain grace and synchronicity of meeting more wonderful and wacky characters along the way?

Cliff Adams i believe it was october of 2002 when i parked at higgs beach just to have a swim before heading up the 1 hwy. to continue my 5 week vacation trip, when a voice (bob s. ) from a picnic table said to me :are u the guy from moncton ?” are u staying the winter?” Yes i”m from Moncton and NO- was the answer-I,m going to continue my trip. “you can”t leave now (was the reply), this is fanasty fest week????? What is that? i asked. so i stayed for a few days, survived like everyone else at higgs beach, learned the rules, had a blast, and went back every year since, except this past winter, and the oct. of the big hurricane. great memories…

Was glad to see Mayor Craig Cates a last night’s city commission meeting.

Craig had been stove up, even in a hospital. He assured me the new city ordinance banning flipping cigarette butts will not be enforced only against homeless people.

I summarized the Norwegian Pearl beyond price wood dock rock concert reported in Sunday’s post at http://goodmorningkeywest.com/?paged=3, along with my later conversation with former city commissioner Bill Verge, who told me the Pearl’s rock concert on the outer mole had ruined his day at the retired U.S. Coast Guard Cutter Ingram berthed at Truman Waterfront, and he had not been able to get the city to do anything about it. City Manager Jim Scholl told me it would be taken care of.

Sloan Bashinsky Someone just a little while ago asked to join this group, which I started in 2013, not having much savvy about FB discussion groups, still don’t for that matter, although I participate in more of them now. An old friend walking her dog on Southard St. this morning where I passed her on my bicycle headed to Ft. Zach, asked if I’m running for anything this year? I said, I’m running to the county line. She said I was headed in the wrong direction. I said I was headed toward Cuba. Ha, ha. The county line ends at the Ft. Zach beach, don’t it? I’ve been getting vibes, Rev. Gweko, that I should run for mayor this year. Vibes from above, so to speak. I got, as I recall, about 170 votes in 2013, my all-time best in KW mayor race. I dunno know, I kinda don’t the impression that many people, even if they like what I shoot my mouth off about ,would actually vote for me. I suppose I need to mull it some more. Maybe that’s what I should focus on, shooting my mouth off, a mayor’s race would give me a larger audience (theoretically). I shot my mouth off Saturday at a cruise ship conducting a very loud rock concert on the outer mole pier. In this order, I called in on the ship: 911, Mayor Cates, City Manager, Code Enforcement, who sent someone and the very loud music stopped until 5:01 p.m., after Code Enforcement was closed. So, then I called KWPD, who sent a police cruiser driven by Officer “Bull”, and he did what he could, while I then got 2 Navy MPs involved, and they did what they could, but the cruise ship, the Norwegian Pearl, probably was taking orders from Soundman From Hell and would not repent until the ship finally pulled away from the mole pier a little after 6 p.m. and rounded the point at Ft. Zach, and then went silent. They had Ambrosia going in the afternoon, when Code Enforcement shut them down, then after Code Enforcement had closed for the day, they came back with Electric Lightning Orchestra. The music was okay, the volume/amplitude was the sin - the horses at the KWPD stables next to the park were going crazy, the doves in the park were crashing to earth and putting their wings over their poor little ears, people were leaving the park, it was weaponized sound disguized as fine rock music. I wrote the CEO of the cruise line a very disagreeable letter, which I included in Sunday’s post at http://goodmorningkeywest.com/?paged=3 . You should be able to click on that link to get there. Then, former city commissioner Bill Verge told me the pearl beyond price had ruined his day at the Ingram berthed forever and ever perhaps at Truman Waterfront. Officer Bull said the music was too loud. A 3rd generation Norwegian my lady Kari and I just happened by accident

to meet said the music was okay but the volume was not, and the ship was giving Norwegians a bad name. That ought to ring a near bell with you, being from Hell, Norway, yes? Anyway, I’d been hoping to disturb a cruise ship for some years, and finally I got a chance.
